If a guy brings up marriage at all in a conversation, does that mean he wants to marry you?

So I am infatuated with a guy from morocco. He is trying to come to the U.S. for college, but can't come unless he gets a student visa or gets married. he says he doesn't have the money to pay by himself, and he says it is too late to apply for scholarships. he brought up the marriage issue, but didn't direct it at me, just mentioned it. Does that still mean he might consider that an option? I wouldn't be averse to marrying him, just not now, at least after college!!!
