How to get A&P license?

Im from sri lanka and i have done a 18 month course in aircraft maintenance in USA in 2001. But i havent got my license. So is it still possible for me to get the license without doing the whole course again.i have been working with aircraft for about 3 years. If so do you know where i could do the exams close to sri lanka?
